A Letter to the Governor
Victoria Bishop must be removed

Antrim Dems member Allen Wolf sent this letter to the Governor requesting she remove Antrim County Clerk, Victoria Bishop, prior to the Bureau of Elections barring her access to the Qualified Voter Files.
We encourage everyone to ask the Antrim County Board of Commissioners to take action including reducing BIshop’s compensation commensurate with her reduced responsibilities.

Subject: Petition for the Removal of Antrim County Clerk, Victoria Bishop
This is a formal request for the Governor to remove Victoria Bishop from her role as the Antrim County Clerk for corrupt conduct in office, misfeasance and malfeasance in accordance with Article V, Section 10 of the Michigan Constitution.
False Campaign Finance Reports
On September 25, 2025, Victoria Bishop received an official warning by the Bureau of Elections for Campaign Finance violations while seeking the Clerk position in 2024. In seeking the office of Clerk, Ms. Bishop filed a false Campaign Finance Report and failed to keep proper records. Her filings on July 22, 2024 and a Nov 25, 2024 for the Committee to Elect Victoria Bishop stated that she had received from her husband, “Trucker” Randy Bishop. approximately $15,000 in combined contributions and loans. In 2025, both Ms. Bishop and Mr. Bishop indicated in sworn depositions that the Campaign Finance Reports indicating Randy had made loans to the campaign were false (Attachment I, pages 105-106, 125, 509, 511). On December 5, 2024, Ms. Bishop signed an amended Campaign Finance Report (Attachment I, pages 37-49)
Cash Contributions in Excess of $20
Two initial Campaign Finance Reports and a revised Campaign Finance Report indicated that two $5,000 cash contributions were accepted by Ms. Bishop’s campaign. This was in direct violation of the Michigan Campaign Finance Act 388, Section 169.241-41 which states “A person shall not make or accept a single contribution of more than $20.00 in cash…”. Ms. Bishop in a sworn deposition admitted that she accepted $10,000 in cash (which came from either her or her husband) (Attachment I, page 509-510). She stated that she had no documentation to support the contribution since it was cash she kept at home. This violation of Campaign Finance law was not included in the complaint filed against Ms. Bishop and as such was not addressed in the September 25, 2025 letter from the Bureau of Elections.
The true source of the cash is actually unclear. In various subsequent legal actions, the Bishops have maintained they lack funds and keep no records. Mr. Bishop is currently declaring bankruptcy and Ms. Bishop was unable to pay court-imposed sanctions. The Court had to garnish Ms. Bishop’s Clerk wages to collect the required payments.
The exact status of the amended filing is in question. While Ms. Bishop presented the document to the Federal Bankruptcy Court, the document could not be found in the County’s records or in the State’s online database. Ms. Bishop had no explanation for this in her sworn deposition on July 25, 2025 (Attachment I, page 510).
This is not the first time that campaign finance reports filed by Ms. Bishop have been called into question. According to Mr. Bishop’s testimony, the Campaign Finance Report for Friends of Randy Bishop in 2022 were also incorrect. The report was filed by his campaign finance manager, Victoria Bishop. (Attachment I, pages 102-103).
Ms. Bishop’s Campaign Committee also failed to account for a $4,000 campaign contribution from the 1st Congressional District Republican Committee dated October 23, 2024 (Attachment I, page 168).
Contempt of Court (During her term of office)
On April 18, 2025 the U.S. Bankruptcy Court ordered Victoria Bishop to appear on May 13, 2025 to testify and produce documents by May 8.
On June 20, 2025, The U.S. Bankruptcy Court issued an order holding Victoria Bishop in Contempt of Court for failing to produce the documents or to appear. Bishop was given an opportunity to “purge” the contempt finding by appearing for her sworn deposition and producing the documents. She was also ordered to appear on July 14, 2025 at the Bankruptcy Court. She failed to do so.
On July 15, the Bankruptcy Court issued a new order requiring Bishop to “purge” her contempt finding. It also set a new date for her to appear – on or before July 29. Bishop appeared on July 29. The Court found that she had complied with the latest Purge Order and produced a majority of the documents requested. However, she was found to still be in contempt because she had not provided all the required documents. She was ordered to do so as soon as possible (but no later than August 13) and a daily fine was imposed.
On August 26, Bishop appeared again in Bankruptcy Court. The Parties agreed that Bishop had finally produced all the documents as of August 20. The judge ordered that she pay a fine of $2,100 ($100 per day) and ordered that it be paid by September 8, 2025.
On October 30, 2025, Judge Boyd, U.S. Bankruptcy Court Judge, ordered that Bishop was also responsible for paying Moran Iron Works’ attorney fees and expenses in the amount of $12,247.30 as a result of her contempt of court.
Bishop willfully and knowingly defied legitimate orders of a Federal Judge while serving as one of Antrim County’s highest level elected officials (Attachment I pages 967-969).
Improper Issuance of Confirmation and Cancellation Notices
As County Clerk, Victoria Bishop improperly mailed out 1800 confirmation or cancellation notices to voters in the Qualified Voter Rolls (https://www.documentcloud.org/documents/28045819-20260414-boe-letter-antrim-county-clerk/, https://www.interlochenpublicradio.org/2026-04-28/lists-of-antrim-county-voters-whose-registrations-were-questioned).
Victoria Bishop exceeded her statutory authority as County Clerk. As County Clerk she is not authorized to send out Confirmation or Cancellation Notices to voters unless requested to do so by a Township or City Clerk. No such requests were made.
The criteria used to select these 1800 voters was improper. How Victoria Bishop selected these 1800 voters is unclear. According to reporting by Interlochen Public Radio, Elk Rapids Clerk Debbie Husband, “[Voters] were questioning why they received this…They were coming in and telling me they haven’t moved, they haven’t changed their address…they’ve been coming in to vote.” (https://www.interlochenpublicradio.org/2026-04-28/are-you-among-the-1-800-antrim-county-voters-whose-registrations-were-questioned) During a meeting of the Banks Township Board of Trustees, Julie Chellis, Township Clerk stated that Bishop had told her that she selected voters who had not voted in two Federal elections. Chellis reported that this was not accurate because the list of 230 names included people not in her QVF as well as people who had voted (https://www.facebook.com/reel/2014608805928133)
Entering Improper Status Updates in the QVF
According to a Bureau of Elections letter dated April 13, 2026, “The Bureau has also received reports that you have changed voter status codes in QVF to “Cancel” or “Reject” without any agreement or delegation of authority allowing you to do so from the affected local jurisdiction. Additionally, it appears that notices you issued were not properly recorded in QVF, including the required notation that a notice was sent and the reason for its issuance.”
According to Interlochen Public Radio, she illegally cancelled at least 6 voters and illegally modified the records of at least 8 others (https://www.interlochenpublicradio.org/2026-05-19/antrim-county-clerk-has-changed-at-least-6-voters-status-to-cancel, https://npr.brightspotcdn.com/66/2a/134b56fa4959b870066e7441b0ac/manc-twp-changes.pdf ). It is my understanding that these changes were subsequently reversed.
Lying to Bureau of Elections
Despite proof that her County User ID, BishopV05, had been used to change voter status, Bishop lied to the Bureau of Elections and replied in writing, “As far as altering voters in the QVF records, that would be none. .. Allowing Election Denier and Felon Unsupervised Access to County Office After Hours
On February 19, 2026, she improperly gave her husband access to her office and possibly to her County computer. This is documented in a Michigan State Police investigation (https://npr.brightspotcdn.com/f0/50/9b99dd584e268d577b2dc827098d/bishop-in-office-msp.pdf). The public version of the police report is heavily redacted. This incident occurred after business hours and was discovered by the janitor who saw Randy Bishop in the Clerk’s office in the dark.
According to the MSP report, it was not possible to determine if Randy Bishop accessed files on Victoria’s computer due to the amount of time elapsed. According to Votebeat.org, the Office of Investigative Services Enforcement Division of the secretary of state’s office asked MSP to pause their interviews due to another ongoing investigation.
Both Victoria and Randy Bishop claim he was watching the live broadcast of the County Commission meeting. He was supposedly waiting for a phone call. The meeting was being held in the same building, just one floor above. It defies logic why he would be sitting in the dark in an authorized persons only area when all he was doing was watching a live meeting that he could have been attending in person upstairs in the same building. Victoria told the investigating detective, “No one had access to my computer that I am aware of.”
Subsequently, Bishop was reminded by email by the County Administrator of the “Acceptable Use of Information and Technology Policy” of the County.
Willful Misconduct
Her public statement printed in the Antrim Review made it clear that she intentionally failed to follow State law and guidance, and plans to continue to do so (https://acrobat.adobe.com/id/urn:aaid:sc:US:de60f08b-c04d-48ec-8317-9b11f22f87b1).
She was asked by the Bureau of Elections how she generated her list of people to send the 1800 postcards to. Her reply to the Bureau of Elections was misleading at best, if not an outright lie (https://npr.brightspotcdn.com/66/a0/4000c1f64fca9c93f33b49447cf5/bishop-response-to-boe-email1.pdf). She stated that she “Got the information off the QVF Voting History from a list of Registered Voter Report by Jurisdiction registered by 4-8-2026.” According to statements of multiple clerks, the lists she used included people who were not in QVF and people who had voted in one or both of the last two elections.
Misuse of County Funds
Victoria Bishop has inappropriately spent County funds on sending out 1800 notices and publishing a newspaper ad defending her illegal activities.
Her fight with the Bureau of Elections through countless legal proceedings at the State and Federal levels could cost Antrim County taxpayers hundreds of thousands of dollars.
History of Tax Evasion
For more than 5 years, Ms. Bishop and her husband failed to keep proper business records, comingled her personal and business finances, and failed to file any tax returns or pay any taxes. While not directly related to her position as County Clerk, this behavior combined with her illegal conduct as Clerk demonstrates a pattern of behavior that shows no respect for the Rule of Law or for the citizens of Antrim County.

Victoria Bishop is the sole partner in this LLC. These bank statements demonstrate that Victoria Bishop comingled personal expenses with business expenses. They also demonstrate significant business income. Despite this, in her sworn deposition given while serving as Clerk, she claimed she had no income other than Social Security between January 1, 2022 and July 2025 other than her salary as Clerk starting in 2025. During sworn depositions both Randy and Victoria Bishop indicated that they did not file tax returns for at least 5 years if not much longer (Attachment I, pages 260, 504-505).
She also indicated that they did not keep tax records (Attachment I, pages 435, 504-505).
The Bishops live in a sizeable home on a golf course. Despite indications that the broadcasting equipment at the home consists of a microphone and a few other pieces of equipment, the Bishops claim 66% of the home is for business use (Attachment I, page 259).
Conclusion
Victoria Bishop should be removed from the office of Clerk of Antrim County.
The allegations against Victoria Bishop are serious. Most of the facts are stipulated to by Ms. Bishop herself. The implications for public integrity and voters’ faith in the electoral system are critical.
Antrim County Clerk Victoria Bishop has demonstrated a pattern of behavior that unequivocally shows a lack of understanding of Michigan law and procedure or a willful disregard for the truth and for the law. No action short of removal from office is likely to result in compliance and the restoration of faith in the Clerk’s Office. Therefore, the Governor is respectfully requested to refer this matter to the Attorney General for review and recommendation.
