Absentee ballots have already been mailed to many Absentee Voters for the August 4 Primary.

The majority of Democrats vote using an absentee ballot.

Why?

1. It is the easiest way to vote.

2. It gives you time to do your research if there is something on the ballot you weren’t expecting (and voting the WHOLE ballot is very important).

3. State law changed and you can now bring your absentee ballot to the polls and vote it just like a ballot issued at the polls so it saves you and the poll workers time. So even if you like to vote in-person, getting on the permanent Absentee Voter list makes sense.

One Step Forward,
Two Steps Backward

Nine bills supported by Democrats were sent to the Governor’s desk last week thanks to the Michigan Supreme Court over the objections of Republican House Speaker, Matt Hall.

During the 2023-2024 State legislative session, the Democratic majority in the House and Senate passed the 9 bills but failed to forward them to the Governor before the legislature adjoined. When the Legislature reconvened, Republicans were in the majority in the House and Hall declared the legislation dead.

After a lengthy legal battle, the Democratic majority Supreme Court sided with the Democrats. In a surprising twist, the Governor vetoed all nine bills. The Governor’s Office said that the bills all had timing in them which would have required budget authorizations in the past and therefore could not be implemented. If the Governor had signed, there would have been lengthy further legal battles.

The nine bills in play here would have required public employers to pick up a larger share of employee health insurance costs, exempt public assistance payments from debt collection, move corrections officers into the Michigan State Police pension system, and allow Detroit historical museums to seek a millage.

The importance of electing the right legislators and judges has never been more apparent.

A bi-partisan group is forming to recall Victoria Bishop. Her ability to do the job of Clerk is now constrained by the fact that the Bureau of Elections has revoked her access to the Qualified Voter Files. Her access was revoked because of multiple violations of Michigan Law and her willful disregard for those laws.

We will need to collect 4,000 signatures in a 60-day window. The exact starting date is not yet determined but we are identifying volunteers to help collect signatures as well as the contact information of people willing to sign the recall petition. Even if you can only get 10 other signatures, we need your help. You can collect signatures on your own or join us for one of our public collection points at a time convenient for you.

Bishops Settle Defamation Lawsuit

Randy Bishop and Victoria Bishop’s radio station (WCHY) have settled in a defamation lawsuit brought by Moran Iron Works and Tom Moran. The judge had previously found Mr. Bishop and the radio station liable for defamation. This stage of the trial was to determine damages to be paid.

In typical Bishop style, Randy Bishop did not want his MAGA followers to know that he ate crow. So, he was able to arrange for the settlement to be sealed.

Now we can only hope that Victoria has to sell the radio station in order to pay the judgement. Thank you to Tom Moran for helping to put Randy Bishop in his place. And thank you to superstar attorney, Sandy Jasinski, whose keen skills provided so much sworn testimony from the Bishops themselves on their various illegal activities.

VICTORIA BISHOP LOSES ACCESS TO ANTRIM COUNTY VOTER ROLLS

IN CASE YOU MISSED IT . . .

Some people believe that barring Bishop’s access to the Qualified Voter File and thereby limiting her involvement in elections is insufficient. Antrim Dems member, Allen Wolf, sent a letter to the Governor asking her to remove Bishop completely from the Clerk job. A copy of the letter has been sent to the Antrim County Board of Commissioners. You can read Wolf’s letter on the Antrim Dems website.

A next logical step would be for the Board of Commissioners to reduce Bishop’s salary commensurate with her reduced duties. The Commissioners believe they can’t do that legally.

We had another big voting rights win in the Courts yesterday. Here’s an excerpt of a new Democracy Docket article, Judge blocks Trump order that would have let USPS refuse to deliver mail ballots:

A federal judge in Massachusetts Thursday blocked federal agencies from implementing President Donald Trump’s sweeping attack on mail voting and his attempt to create a national voter registration list before the midterm elections.

District Judge Indira Talwani, a Barack Obama appointee, found that major parts of Trump’s March 2026 anti-voting executive order were “legally void” for exceeding the president’s power and violating the separation of powers by encroaching on states’ authority to administer elections.

“The Constitution does not grant the President any specific powers over elections,” Talwani wrote.

The 37-page ruling marks a major win for voters before the midterms. In siding with Democratic state attorneys general, Talwani largely stopped the United States Postal Service (USPS) from refusing to deliver mail ballots unless states hand over their voter lists to the Trump administration.

Her order also significantly prevents the Department of Homeland Security (DHS) and the Social Security Administration (SSA) from effectively creating a nationwide voter registration list by compiling lists of verified U.S. citizens eligible to vote.

A federal judge in Washington D.C. blocked the Department of Homeland Security (DHS) from using its citizenship database to remove voters from registration rolls, striking a significant blow against President Donald Trump’s unconstitutional attempt to take control of federal elections.

In her 75-page decision Monday, District Court Judge Sparkle L. Sooknanan excoriated Trump and DHS’s implementation of his March 25 executive order for ignoring federal privacy laws as they overhauled the Systemic Alien Verification for Entitlements (SAVE) system into a faulty citizenship checker.

“All in all, the federal government has knowingly trampled on the privacy rights of American citizens in a manner that threatens the sacred right to vote,” District Court Judge Sparkle L. Sooknanan wrote. “This Court cannot stand idly by while that happens.”

Trump’s order directed DHS to overhaul SAVE, taking a database of the immigration status of roughly 26.5 million people and turning it into a citizenship-checking system with access to the personal information of most Americans. The upgrades allowed for bulk searches using partial social security numbers and made the database freely available to state and local election officials.”

What happened?

A federal appeals court has ruled that Michigan does not have to turn over its unredacted voter roll to the Department of Justice, dealing the Trump administration its highest-profile loss yet in its quest to obtain voter data from states ahead of the 2026 midterms.

What’s the dispute?

Since last year, the Department of Justice has demanded lists of registered voters from virtually every state, including Michigan in July. The state turned over the public version of its voter file but refused to turn over personally identifying information such as partial Social Security numbers.

In response, the Department of Justice filed a lawsuit against Michigan in September but lost in district court in February after a judge dismissed the case, arguing that none of the laws cited by the department required the disclosure. The department then appealed the case to the Sixth Circuit Court of Appeals, which agreed with the lower court’s reasoning.

In addition to Michigan, the department has sued 29 other states and Washington, D.C., to compel them to share their voter rolls. (Seventeen states have complied voluntarily.) So far, lower courts have dismissed several of those lawsuits, with none finding in favor of the Department of Justice.

What is the plaintiff asking for?

The Department of Justice has argued that a number of federal laws, including the National Voter Registration Act and the Help America Vote Act, entitle it to access to the unredacted voter rolls, including voters’ personal information. Many states have declined to provide that information, arguing that it would pose privacy concerns and violate state law. Federal officials have not provided an official reason for their requests, but they appear to be looking for noncitizen voters on the rolls.

What happens now?

Michigan’s case is the first to be heard, and be ruled on, at the appellate level. The next step up would be to appeal to the U.S. Supreme Court, but Department of Justice officials did not immediately respond to requests for comment Wednesday.

Even if the case is taken up by the country’s highest court, a resolution — particularly one that could be meaningfully implemented — before the midterm elections is unlikely. Absentee ballots for the Michigan primary election start going out Thursday.

During a 2024 broadcast of Randy Bishop’s conservative talk radio program, “Our Defending Fathers,” “Trucker Randy” told his listeners that an Onaway businessman, Tom Moran, “shipped in illegal immigrants” to work at his metal fabrication business.

Moran sued Bishop and the radio station for defamation.

The radio station airing the comments is owned by Randy Bishop’s wife, Antrim County Clerk Victoria Bishop, who has come under scrutiny from the Michigan Bureau of Elections for making illegal changes to the state’s Qualified Voter File (QVF).

The Bishops are also under investigation from the Michigan State Police for a February incident in which a member of the Antrim County custodial staff saw Randy Bishop seated at Victoria Bishop’s office computer after-hours, unsupervised.

The Bishops have refused to cooperate with the courts in their defamation lawsuit and have spoiled evidence pertaining to the case.

This prompted Judge Aaron Gauthier of Cheboygan’s 53rd circuit court to enter a default judgment, holding Randy Bishop and Victoria Bishop’s radio station liable for defamation.

This week, jurors will decide how much in damages will be awarded to Tom Moran and his business.

VICTORIA BISHOP LOSES ACCESS TO ANTRIM COUNTY VOTER ROLLS

Some people believe that barring Bishop’s access to the Qualified Voter File and thereby limiting her involvement in elections is insufficient. Antrim Dems member, Allen Wolf, sent a letter to the Governor asking her to remove Bishop completely from the Clerk job. A copy of the letter has been sent to the Antrim County Board of Commissioners. You can read Wolf’s letter on the Antrim Dems website.

A next logical step would be for the Board of Commissioners to reduce Bishop’s salary commensurate with her reduced duties.

Trump sued that James Comey spelling out shells as 87/46 was a call for violence?

Judge Rules “86 47” Flag Is Protected Speech

James Comey, former FBI director, arranged some stones/shells on a beach to spell out ’86 47’ …….”86” is slang for throw out. And 47 means the 47^th president = Trump. So Trump sued James Comey for spelling that out in beach shells. But here is what the judge ruled:

A federal judge has ruled that a progressive group’s “86 47” flag can remain on display during anti-Trump protests in Washington, D.C., finding that a reasonable observer would not view it as a true threat against President Trump. The decision undercuts a key argument being advanced by the Justice Department in its criminal case against former FBI Director James Comey, who was indicted over a social media post featuring the same phrase. Judge Randolph Moss concluded that, in context, the slogan was political speech advocating Trump’s removal from office rather than a call for violence, citing First Amendment protections and the lack of evidence that the demonstrators intended to threaten the president. Comey’s trial is scheduled to begin in October.

“In the Kennedy Center case, Judge Christopher Cooper held that adding Trump’s name to the facility violated the clear language of federal law that requires the building to honor “President Kennedy and President Kennedy alone.” He pointed to statutory language that referred to the “John F. Kennedy Center” more than two dozen times and prohibited additional plaques or memorials honoring others to reach that conclusion. The administration has [had] until June 12 to remove Trump’s name from the building, the Center’s website, and related materials. Chalk this one up as a big win for Ohio Congresswoman Joyce Beatty, an ex officio member of the Kennedy Center Board of Trustees who brought the lawsuit, as well as for Americans who love the arts and the Constitution.”

Subject: Petition for the Removal of Antrim County Clerk, Victoria Bishop

This is a formal request for the Governor to remove Victoria Bishop from her role as the Antrim County Clerk for corrupt conduct in office, misfeasance and malfeasance in accordance with Article V, Section 10 of the Michigan Constitution.

False Campaign Finance Reports

On September 25, 2025, Victoria Bishop received an official warning by the Bureau of Elections for Campaign Finance violations while seeking the Clerk position in 2024. ((https://acrobat.adobe.com/id/urn:aaid:sc:US:f0b56294-9c9f-4bf0-a69a-5bad85ebd10f, (Referenced in this document as Attachment I), pages 970-971)).

In seeking the office of Clerk, Ms. Bishop filed a false Campaign Finance Report and failed to keep proper records. Her filings on July 22, 2024 and a Nov 25, 2024 for the Committee to Elect Victoria Bishop stated that she had received from her husband, “Trucker” Randy Bishop. approximately $15,000 in combined contributions and loans. In 2025, both Ms. Bishop and Mr. Bishop indicated in sworn depositions that the Campaign Finance Reports indicating Randy had made loans to the campaign were false (Attachment I, pages 105-106, 125, 509, 511). On December 5, 2024, Ms. Bishop signed an amended Campaign Finance Report (Attachment I, pages 37-49)

Cash Contributions in Excess of $20

Two initial Campaign Finance Reports and a revised Campaign Finance Report indicated that two $5,000 cash contributions were accepted by Ms. Bishop’s campaign. This was in direct violation of the Michigan Campaign Finance Act 388, Section 169.241-41 which states “A person shall not make or accept a single contribution of more than $20.00 in cash…”. Ms. Bishop in a sworn deposition admitted that she accepted $10,000 in cash (which came from either her or her husband) (Attachment I, page 509-510). She stated that she had no documentation to support the contribution since it was cash she kept at home. This violation of Campaign Finance law was not included in the complaint filed against Ms. Bishop and as such was not addressed in the September 25, 2025 letter from the Bureau of Elections.

The true source of the cash is actually unclear. In various subsequent legal actions, the Bishops have maintained they lack funds and keep no records. Mr. Bishop is currently declaring bankruptcy and Ms. Bishop was unable to pay court-imposed sanctions. The Court had to garnish Ms. Bishop’s Clerk wages to collect the required payments.

The exact status of the amended filing is in question. While Ms. Bishop presented the document to the Federal Bankruptcy Court, the document could not be found in the County’s records or in the State’s online database. Ms. Bishop had no explanation for this in her sworn deposition on July 25, 2025 (Attachment I, page 510).

This is not the first time that campaign finance reports filed by Ms. Bishop have been called into question. According to Mr. Bishop’s testimony, the Campaign Finance Report for Friends of Randy Bishop in 2022 were also incorrect. The report was filed by his campaign finance manager, Victoria Bishop. (Attachment I, pages 102-103).

Ms. Bishop’s Campaign Committee also failed to account for a $4,000 campaign contribution from the 1^st Congressional District Republican Committee dated October 23, 2024 (Attachment I, page 168).

Contempt of Court (During her term of office)

On April 18, 2025 the U.S. Bankruptcy Court ordered Victoria Bishop to appear on May 13, 2025 to testify and produce documents by May 8.

On June 20, 2025, The U.S. Bankruptcy Court issued an order holding Victoria Bishop in Contempt of Court for failing to produce the documents or to appear. Bishop was given an opportunity to “purge” the contempt finding by appearing for her sworn deposition and producing the documents. She was also ordered to appear on July 14, 2025 at the Bankruptcy Court. She failed to do so.

On July 15, the Bankruptcy Court issued a new order requiring Bishop to “purge” her contempt finding. It also set a new date for her to appear – on or before July 29. Bishop appeared on July 29. The Court found that she had complied with the latest Purge Order and produced a majority of the documents requested. However, she was found to still be in contempt because she had not provided all the required documents. She was ordered to do so as soon as possible (but no later than August 13) and a daily fine was imposed.

On August 26, Bishop appeared again in Bankruptcy Court. The Parties agreed that Bishop had finally produced all the documents as of August 20. The judge ordered that she pay a fine of $2,100 ($100 per day) and ordered that it be paid by September 8, 2025.

On October 30, 2025, Judge Boyd, U.S. Bankruptcy Court Judge, ordered that Bishop was also responsible for paying Moran Iron Works’ attorney fees and expenses in the amount of $12,247.30 as a result of her contempt of court.

Bishop willfully and knowingly defied legitimate orders of a Federal Judge while serving as one of Antrim County’s highest level elected officials (Attachment I pages 967-969).

Improper Issuance of Confirmation and Cancellation Notices

As County Clerk, Victoria Bishop improperly mailed out 1800 confirmation or cancellation notices to voters in the Qualified Voter Rolls (https://www.documentcloud.org/documents/28045819-20260414-boe-letter-antrim-county-clerk/, https://www.interlochenpublicradio.org/2026-04-28/lists-of-antrim-county-voters-whose-registrations-were-questioned).

Victoria Bishop exceeded her statutory authority as County Clerk. As County Clerk she is not authorized to send out Confirmation or Cancellation Notices to voters unless requested to do so by a Township or City Clerk. No such requests were made.

The criteria used to select these 1800 voters was improper. How Victoria Bishop selected these 1800 voters is unclear. According to reporting by Interlochen Public Radio, Elk Rapids Clerk Debbie Husband, “[Voters] were questioning why they received this…They were coming in and telling me they haven’t moved, they haven’t changed their address…they’ve been coming in to vote.” (https://www.interlochenpublicradio.org/2026-04-28/are-you-among-the-1-800-antrim-county-voters-whose-registrations-were-questioned) During a meeting of the Banks Township Board of Trustees, Julie Chellis, Township Clerk stated that Bishop had told her that she selected voters who had not voted in two Federal elections. Chellis reported that this was not accurate because the list of 230 names included people not in her QVF as well as people who had voted (https://www.facebook.com/reel/2014608805928133)

Entering Improper Status Updates in the QVF

According to a Bureau of Elections letter dated April 13, 2026, “The Bureau has also received reports that you have changed voter status codes in QVF to “Cancel” or “Reject” without any agreement or delegation of authority allowing you to do so from the affected local jurisdiction. Additionally, it appears that notices you issued were not properly recorded in QVF, including the required notation that a notice was sent and the reason for its issuance.”

According to Interlochen Public Radio, she illegally cancelled at least 6 voters and illegally modified the records of at least 8 others (https://www.interlochenpublicradio.org/2026-05-19/antrim-county-clerk-has-changed-at-least-6-voters-status-to-cancel, https://npr.brightspotcdn.com/66/2a/134b56fa4959b870066e7441b0ac/manc-twp-changes.pdf ). It is my understanding that these changes were subsequently reversed.

Lying to Bureau of Elections

Despite proof that her County User ID, BishopV05, had been used to change voter status, Bishop lied to the Bureau of Elections and replied in writing, “As far as altering voters in the QVF records, that would be none. .. I do not alter or remove people” (https://www.interlochenpublicradio.org/2026-05-19/antrim-county-clerk-has-changed-at-least-6-voters-status-to-cancel)

Allowing Election Denier and Felon Unsupervised Access to County Office After Hours

On February 19, 2026, she improperly gave her husband access to her office and possibly to her County computer. This is documented in a Michigan State Police investigation (https://npr.brightspotcdn.com/f0/50/9b99dd584e268d577b2dc827098d/bishop-in-office-msp.pdf). The public version of the police report is heavily redacted. This incident occurred after business hours and was discovered by the janitor who saw Randy Bishop in the Clerk’s office in the dark.

According to the MSP report, it was not possible to determine if Randy Bishop accessed files on Victoria’s computer due to the amount of time elapsed. According to Votebeat.org, the Office of Investigative Services Enforcement Division of the secretary of state’s office asked MSP to pause their interviews due to another ongoing investigation.

Both Victoria and Randy Bishop claim he was watching the live broadcast of the County Commission meeting. He was supposedly waiting for a phone call. The meeting was being held in the same building, just one floor above. It defies logic why he would be sitting in the dark in an authorized persons only area when all he was doing was watching a live meeting that he could have been attending in person upstairs in the same building. Victoria told the investigating detective, “No one had access to my computer that I am aware of.”

Subsequently, Bishop was reminded by email by the County Administrator of the “Acceptable Use of Information and Technology Policy” of the County.

Willful Misconduct

Her public statement printed in the Antrim Review made it clear that she intentionally failed to follow State law and guidance, and plans to continue to do so (https://acrobat.adobe.com/id/urn:aaid:sc:US:de60f08b-c04d-48ec-8317-9b11f22f87b1).

She was asked by the Bureau of Elections how she generated her list of people to send the 1800 postcards to. Her reply to the Bureau of Elections was misleading at best, if not an outright lie (https://npr.brightspotcdn.com/66/a0/4000c1f64fca9c93f33b49447cf5/bishop-response-to-boe-email1.pdf). She stated that she “Got the information off the QVF Voting History from a list of Registered Voter Report by Jurisdiction registered by 4-8-2026.” According to statements of multiple clerks, the lists she used included people who were not in QVF and people who had voted in one or both of the last two elections.

Misuse of County Funds

Victoria Bishop has inappropriately spent County funds on sending out 1800 notices and publishing a newspaper ad defending her illegal activities.

Her fight with the Bureau of Elections through countless legal proceedings at the State and Federal levels could cost Antrim County taxpayers hundreds of thousands of dollars.

History of Tax Evasion

For more than 5 years, Ms. Bishop and her husband failed to keep proper business records, comingled her personal and business finances, and failed to file any tax returns or pay any taxes. While not directly related to her position as County Clerk, this behavior combined with her illegal conduct as Clerk demonstrates a pattern of behavior that shows no respect for the Rule of Law or for the citizens of Antrim County.

Victoria Bishop is the sole partner in this LLC. These bank statements demonstrate that Victoria Bishop comingled personal expenses with business expenses. They also demonstrate significant business income. Despite this, in her sworn deposition given while serving as Clerk, she claimed she had no income other than Social Security between January 1, 2022 and July 2025 other than her salary as Clerk starting in 2025. (Attachment I, Page 507-508)

During sworn depositions both Randy and Victoria Bishop indicated that they did not file tax returns for at least 5 years if not much longer (Attachment I, pages 260, 504-505).

She also indicated that they did not keep tax records (Attachment I, pages 435, 504-505).

The Bishops live in a sizeable home on a golf course. Despite indications that the broadcasting equipment at the home consists of a microphone and a few other pieces of equipment, the Bishops claim 66% of the home is for business use (Attachment I, page 259).

Conclusion

Victoria Bishop should be removed from the office of Clerk of Antrim County.

The allegations against Victoria Bishop are serious. Most of the facts are stipulated to by Ms. Bishop herself. The implications for public integrity and voters’ faith in the electoral system are critical.

Antrim County Clerk Victoria Bishop has demonstrated a pattern of behavior that unequivocally shows a lack of understanding of Michigan law and procedure or a willful disregard for the truth and for the law. No action short of removal from office is likely to result in compliance and the restoration of faith in the Clerk’s Office. Therefore, the Governor is respectfully requested to refer this matter to the Attorney General for review and recommendation.

The Michigan Bureau of Elections revoked Antrim County Clerk Victoria Bishop’s access to Michigan’s voter roll Friday, the latest salvo in the dispute between the state and the controversial Republican election official.

Jonathan Brater, Michigan’s director of elections, said in a letter to Bishop that she is “taking actions ... that do not comply with the Michigan Election Law and fall outside the scope of your statutory authority” after she allegedly changed or even canceled some voters’ registrations earlier this year.

Under Michigan law, maintaining the Qualified Voter File — the state’s central database of registered voters — is the job of city and township clerks, not county clerks. Brater noted in his letter that Bishop does “not have authority to alter QVF records except in certain situations,” including to flag voters who have died.

However, Brater wrote, the state’s review of Bishop’s QVF activity found that that was not what she was doing. He also reprimanded her for sending notices to voters about the cancellations that were insufficiently complete, based on unreliable information, and also supposed to be sent only by city and township clerks.

“Based upon your actions, it appears there is a lack of understanding regarding your responsibilities and authority as it relates to voter registration, list maintenance, and use of QVF,” Brater wrote. He concluded by notifying her that her QVF access has been suspended until she completes a series of trainings on QVF security, promises to comply with Michigan’s election law in the future, and responds adequately to the state’s initial inquiries on whose voter registrations were changed and why.

Bishop did not immediately respond to requests for comment Friday afternoon on the suspension. However, she has previously argued she has a “mandate” from voters to “rectify long-standing vulnerabilities in the county’s registration data” after Antrim County elected her on promises she would clean up the county’s rolls.

Bishop has been in hot water with the state since April, when Votebeat first reported that she had been altering people’s voter registrations. Interlochen Public Radio later reported that she had sent notices of confirmation or cancellation to some 1,800 voters in the county of about 25,000 people, confusing voters and irritating township clerks who had to deal with the fallout.

After Bishop failed to correctly respond to the state — she initially sent her response to an incorrect email address and did not answer a number of questions — the Department of State formally demanded she stop. Bishop and her husband, a radio host best known as Trucker Randy, threatened their own legal action against the state. They raised a few hundred dollars for the effort before ultimately unpublishing their fundraiser. It does not appear a suit was filed.

Michigan State Police also investigated the Bishops after it came to light that her husband was alone in the clerk’s office using her computer in February. The Bishops told investigators that he was using the computer to watch a public county meeting as he was waiting for a phone call. The attorney general’s office confirmed Friday that investigation is ongoing.

Voters should not see services interrupted by Bishop’s lack of access to the QVF, as her deputy clerk, Annette Marcus, will still have access, and the bulk of work in the QVF is done by city and township clerks.

The county’s next elections are the primaries in August.
